Killymoon Rangers Rules & Regulations
 
1 GENERAL
 
1.1 The club shall be called Killymoon Rangers Football Club.
1.2 The club was formed to allow local players to play football in leagues affiliated to the Irish Football Association (IFA).
1.3 The Annual General Meeting shall take place every year at the end of the football season.
1.4 The club shall follow all rules and regulations laid down by the IFA and and league(s)  competed in
 
2 COMMITTEES
 
2.1 The club shall be run by an Executive Committee, Club Committee and any Sub-Committees deemed necessary
2.2 Executive Committee – made up of 5 members, including club Chairman, Secretary and 3 other representatives elected by the Club Committee.  The Executive Committee will vote on any proposals put to them by the Club Committee and also any high priority / urgent decisions to be made between Committee Meetings.  The Executive Committee requires a quorum of 3 members to sit.
2.3 The Club Committee will consist of elected club members and Executive Committee.  The Club Committee requires a quorum of 4 members to sit.
2.4 The Club Committee will hold a monthly meeting to deal with club business
2.5 All decisions taken need to be proposed, seconded and voted on
2.6 If the Committee cannot decide on any proposal, the Chairman will make the final decision.
2.7 The Executive Committee will meet when required to deal with any urgent club decisions.
2.8 Any Sub-Committee must be chaired by a member of the Club Committee and can be made up of non-club committee members
2.9 The Executive Committee shall appoint all team managers.  The managers have full autonomy to appoint their backroom staff and will adhere to the terms and conditions laid down in their contract.
 
3 CLUB SUSPENSIONS
 
3.1 Any conduct by players or officials deemed unacceptable and liable to bring the club into disrepute will be dealt with by the Executive Committee.  The Executive Committee have the authority to suspend the person(s) from all club activities for up to 4 weeks or in exceptional circumstances, expel the person(s) from the club.  If expelled, the person(s) has the right to apply to the Executive Committee to return to the club a year after the original decision is given.  There is no right of appeal within the club, in relation to any of the Executive Committee’s decisions regarding suspensions or expulsions
 
4 INTERNAL PLAYER SUSPENSIONS
 
4.1 Any player who makes himself available for selection and subsequently refuses to play for the team he is chosen to represent will not be eligible for selection for one match e.g. if a player refuses to play for the second team, but will play for the first team, will automatically miss the next fixture the first team plays.  The decision to suspend the player will be taken by the Chairman of the Executive in consultation with the player/official(s) involved
4.2 A second refusal during a season will result in an additional 2 match suspension.  The decision to suspend the player will be taken by the Chairman of the Executive in consultation with the player/official(s) involved.
4.3 If a player refuses 3 times during a season he will be invited along with any relevant official(s) to a disciplinary hearing with the Executive Committee.  The Executive Committee has the authority to expel the player from the club.
4.4 If expelled, the player has the right to apply to the Executive Committee to return to the club a year after the original decision is given.  There is no right of appeal within the club, in relation to any of the Executive Committee’s decisions regarding suspensions or expulsions
 
5 PLAYER SELECTION
 
5.1 In the event that the first team does not have a fixture on the same day as the second team, the first team manager can instruct the second team manager to play a maximum of 4 first team squad players from the beginning of the game.  This can only be invoked if the instruction is given at least 24 hours prior to the scheduled kick-off time of the second team fixture or by 21.00 on Friday, if the fixture is scheduled for the next day (Saturday).
5.2 If the first team fixture is postponed within 24 hours of the scheduled kick-off time of a second team fixture, during the week or after 21.00 the night prior to a weekend fixture, the first team manager can instruct the second team manager to play (from the start of the fixture) a maximum of 2 players from the first team squad.  The instruction must be made by 12.00 on the day of the fixture or prior to the second team leaving for an away fixture, whichever is sooner
 
6 PLAYER TRANSFERS / LOAN AGREEMENTS
 
6.1 If a player, under contract, requests a transfer or loan move, the final decision will be taken by the Executive Committee however, the first and second team managers must be consulted and their views taken into account before any decision is taken, including the length of any loan agreement.  The Executive Committee will only overrule the decision of the managers if they believe it is in the best interests of the club
